Arvind Bhatikar, a retired IAS official has had a long, distinguished career as an administrator in various parts of the country. He has served as District Collector in Tamil Nadu and was the Chairman of the Mormugao Port Trust before laying down his office. At present, he is associated in different capacities with several State/Central Government and non-Government agencies.

Bhatikar has been a staunch supporter of Konkani’s long movement for recognition and empowerment and has participated in its various stages all along. Founder of Asmitai Pratishtan, Bhatikar is also involved in numerous socio-cultural, educational and environmental activities in Goa. He was unanimously elected by the General Council of the All India Konkani Parishad, which met recently, to preside over the 28th Session of the Parishad. The Parishad’s Session was last held at Mumbai in January 1997. The 28th Session is being planned in the metropolis after a lapse of 15 years and is expected to give impetus to Konkani activities there.

What is the Job all about?
These are the prestigious jobs in the Government of India. In fact, if you are an IAS (Indian Administrative Service) Officer, you could one day be the Advisor to the Chief Minister of Goa or even the Prime Minister of India. Junior Officers: You begin your career with a two-year probationary period. This is spent partly in training, after which, you are posted at the State Secretariat as Field Officers or District Magistrates.
Senior Officers: Start at Under Secretary level, Directors of Public Enterprises and Directors of government departments.

Can you go for it?
Strong leadership and administrative abilities are necessary. You have to Budget and effectively and speedily deploy the resources allocated. You must be able to communicate and interact with all kinds of people, empathize especially with the under privileged, delegate authority and have great ‘personal integrity’.

For the IFS (Indian Foreign Service) job, you need multi-lingual skills and tremendous tact and diplomacy. As the country’s representative – you are very often called to give talks or make a Press appearance when there are problems at home. On these occasions, you have to be very astute, and display a good sense of humour /diplomacy.

Selection Process:
1. Preliminary Exam :400 Marks
Paper 1 General Studies ( 200 Marks)
Paper ll :Civil Services Aptitude Test (CSAT) ( 200 Marks)

Each year 500,000 applicants apply for Civil Services Examination held in May or June.
1. Main exam – held in October or November ( 1750 Marks)
Qualifying Paper : English ( 300 Marks)
Qualifying paper : Regional Language (300 Marks)
4 General Studies Papers (Each Paper 250 Marks)
2 Optional papers (250 Marks each)

1. Interview. This is the last leg of the selection process. You are expected to show understanding of national and international affairs, trends, currents of thought, new discoveries, etc. Besides, a firm grasp of the subjects of academic study.

The Ambassadorial Route (IFS)
• After the training at Mussoorie, the IFS probationers are attached to the Ministry of External Affairs, and have to become conversant in a major foreign language.
• During the second year they are appointed as Third Secretaries in an Indian Embassy/High Commission, where that foreign language is spoken.
• Officers are appointed as First Secretaries. In the Selection Grade, I.F.S. Officers serve as Counselors.

Perhaps one most appealing factor is that, at a young age you are given tremendous responsibility. What is more, you are exposed to a wide spectrum of issues from law and order to poverty alleviation.

The second one requires candidates to answer questions from any one of the following subjects of their choice (300 marks): Agriculture, Animal Husbandry and Veterinary Science, Botany, Chemistry, Civil Engineering, Commerce, Economics, Electrical Engineering, Geography, Geology, Indian History, Law, Mathematics, Mechanical Engineering, Medical Science, Philosophy, Physics, Psychology, Public Administration, Sociology, Statistics and Zoology.

Main Examination
The number of candidates generally admitted for the Main Exam is about 12-13 times the total number of estimated vacancies to be filled in that year. Those obtaining minimum qualifying marks, as fixed by the Commission, are called for an interview. Selected candidates are then allotted to various services, keeping in view their ranks and expressed preferences.

Written Examination
• Paper I – One of the Indian languages (Assamese, Bengali, Gujarati, Hindi, Kannada, Kashmiri, Malayalam, Marathi, Oriya, Punjabi, Sanskrit, Sindhi, Tamil, Telugu and Urdu).
• Paper II – English
• Paper III – Essay and
• Paper IV and V – General Studies
• Paper VI, VII, VIII and IX – Any two of the following subjects: Agriculture, Animal Husbandry and Veterinary Science, Anthropology, Botany, Chemistry, Civil Engineering, Commerce and Accountancy, Economics, Electrical Engineering, Geography, Geology, History, Law, Literature, Management, Mathematics, Mechanical Engineering, Medical Science, Philosophy, Physics, Political Science and International Relations, Psychology, Public Administration, Sociology, Statistics and Zoology.

Money
The salary as per VIth Pay Commission at the start begins at Rs. 21,000/- p.m. plus other allowances and it goes up to Rs. 90,000/- p.m.

 

Training to be an IAS Officer now at Don Bosco Panjim.

Don Bosco Panaji conducts a National IAS Talent Search Exam. If you are a graduate or about to be one, you could appear for this exam. It is expected that only those who secure 60% and above would be admitted for the exam. Only candidates born earlier then August 1, 2000 will be eligible.

A student needs to be proficient in either Hindi and one more language or English and one more language. So being proficient in both is a plus point

Prelimscore 2.0 is an online learning portal where current affairs lectures and tests are provided on a weekly basis.

The trainers have a teaching experience of 11 – 25 years. Some of them were Civil servants and some had given the interview as well – that is the final round. The same trainers coach students in 85 + centers all over India.

Once you sit for the UPSC selection exams – three phases – After the Final Results are out, successful candidates will receive an allocation letter to appear for their training at Lal Bahadur Shastri National Academy of Administration in Mussoorie, Uttarakhand and also they have to do their Medicals. Training is for 2 years.

Initial Salary is approx Rs. 55000, plus allowances are also provided .

You could be posted anywhere in India. These decisions are made by the Home Ministry. If an IFS officer then they may be posted as in any country.

Every 5-6 Year there is one promotion. Highest Level of an IAS officer is Cabinet/Principal Secretary

Salary: 2.5 Lakhs+. It takes almost 27 years to reach this Postion is Rs. 2.5 Lakhs or more.
